Every country or state has its own tax rate. Please go to "My Account" on the blue bar and choose the "Settings" option from the dropdown menu. Next, click "Tax Calculations." Editing this section will change the tax rate on all relevant future documents (e.g. Invoices, Estimates, P.O. etc.).
